Barometers measure the atmospheric pressure of an environment. The way it works is that the mercury in the well or reservoir adjusts until the the weight of the mercury column balances the atmospheric force exerted on the reservoir. Like a thermometer the mercury is pushed up the glass cylinder the higher the atmospheric pressure and low pressure causes the mercury to drop.
In sixteen hundred and eight an Italian named Evangelista Torricelli drafted the first plans for the barometer, his design and principle of operation is still the best way to measure atmospheric pressure. In the nineteenth century Lucien Vidie developed the aneroid barometer. This model does not use any liquid, instead there is a metal chamber with all the air taken out, internally the corrugated chamber is supported by a spring to prevent collpase. As the pressure changes the chamber expands or contracts and this is shown by dials on the face.
